INTOSAI President Presents Egypt’s Vision to Lead a New Phase of Global Audit Work

Counselor Mohamed El-Faisal Youssef, President of the Accountability State Authority of Egypt (ASA) and President of INTOSAI, presented his first report outlining Egypt’s vision for leading the INTOSAI in the coming phase. He affirmed that Egypt’s presidency of INTOSAI comes at a time marked by profound transformation in global public financial management systems and a rapid development in the concepts of governance, accountability, and transparency, calling for the establishment of an integrated audit mindset grounded in analysis, focused on impact, and linked to improving the efficiency of public resource management worldwide.
The INTOSAI President explained that the smooth transition of leadership coincides with a transformation in the global philosophy of audit, one that connects strategic thinking, professional practice, and a forward-looking vision grounded in knowledge and application. He expressed the Accountability State Authority’s appreciation to the Federal Court of Accounts of Brazil for its wise leadership during the previous term, and to the General Secretariat and Goal Committees for their role in maintaining professional balance among the regions.
Counselor Mohamed El-Faisal Youssef noted that Egypt’s vision for leading INTOSAI is grounded in the organization’s Strategic Plan, which serves as its most important guiding framework. He highlighted that this plan established four key objectives (Strengthening professional standards for public sector auditing ,Developing institutional capacities,Promoting knowledge exchange and services among supreme audit institutions (SAIs),Achieving good governance within the organization)
He emphasized that the plan is not a theoretical framework but a dynamic system capable of being translated into practical tools that respect national particularities into account, while maintaining the independence of supreme audit institutions, and strengthen their engagement with issues related to sustainable development, technological transformation, and emerging challenges.
In presenting the practical pillars of the Egyptian vision, the INTOSAI President stated that it built on five main pillars:
1. Commitment to INTOSAI’s four strategic dimensions through the activation of the four objectives of the strategic plan by means of practical tools that measure impact and link initiatives to clear performance indicators.
2. Professional Empowerment and Capacity Building achieved by strengthening training, promoting knowledge transfer, and the development of risk-based and evidence-based analytical tools.
3. Good Internal Governance through reinforcing transparency and accountability, expanding participation, and modernizing monitoring and evaluation mechanisms.
4. Technological Integration by leveraging digital transformation and artificial intelligence in audit practices.
5. International engagement and regional integration, through building a collaborative framework based on the exchange of experiences among regional audit organizations.
The report also outlined the implementation priorities of Egypt’s vision, which include:
· Strengthening INTOSAI’s effectiveness as a global professional community by improving mechanisms that translate knowledge into practice and linking technical projects to the operational priorities of supreme audit institutions.
· Deepening the professional role and independence of supreme audit institutions and reinforcing their independence as the cornerstone of public accountability systems.
· Employing modern technology to advance audit functions and enable SAIs to integrate artificial intelligence tools across the entire audit cycle.
· Integrate future-oriented issues, such as climate change, digital governance, and cyber security into member institutions’ audit plans.
· Enhancing internal governance and international coordination within INTOSAI to consolidate its position in the global governance ecosystem.
Counselor Mohamed El-Faisal Youssef concluded his report by affirming that the Egyptian vision represents a comprehensive action plan aimed at empowering supreme audit institutions to perform their roles efficiently and independently, while enhancing transparency and the protection of public funds worldwide. He added that the Accountability State Authority’s leadership of INTOSAI opens new horizons for international cooperation and thought-driven institutional transformation, affirming that auditing is not merely a tool for accountability, but a cornerstone of good governance and sustainable development.
